The California Collaborative for Educational Excellence (CCEE) invites proposals from California special education student information system (SIS) vendors to digitize the state-standardized Individualized Education Program (IEP) template, as directed by AB 121 §76.

The purpose of this RFP is to contract with a qualified vendor to:

• Convert the state-standardized IEP template into a user-dynamic software platform for local educational agencies (LEAs), including features such as IEP authoring, data management, service tracking, reporting, and integrations.
• Develop a public-facing interactive version of the template that is accessible at no cost.
• Ensure both versions are available by June 30, 2026, with ongoing maintenance through June 30, 2028.

The selected vendor will also be expected to integrate translated versions once provided by CDE, maintain alignment with CALPADS reporting requirements, and collaborate closely with CCEE and partners throughout development.
