Direct Technical Assistance Support Request for Proposals

The California Collaborative for Educational Excellence (CCEE), in partnership with the Marin County Office of Education (MCOE), Administrative Agent for the CCEE, invites qualified individuals, local educational agencies (LEAs), and organizations to submit proposals to support the implementation of Direct Technical Assistance (DTA) services for California school districts, county offices of education, and charter schools.

The purpose of this Request for Proposals (RFP) is to identify partners with expertise in continuous improvement, instructional leadership, organizational leadership, systems transformation, and equity-centered practices to support local educational agencies in achieving the goals outlined in their Local Control and Accountability Plans (LCAPs).

CCEE’s Direct Technical Assistance approach focuses on building local capacity through continuous improvement processes, coherence-building practices, and equity-oriented leadership. Selected respondents may provide coaching, professional learning, systems improvement support, instructional guidance, Multi-Tiered Systems of Support (MTSS) implementation assistance, and consultation aligned with California’s Statewide System of Support.

The DTA framework leverages research-based practices, including the Coherence Framework developed by Michael Fullan and Joanne Quinn, to strengthen instructional systems, leadership practices, collaborative cultures, accountability structures, and student outcomes for historically underserved student groups.
