Starting in February 2022, the Statewide System of Support (SSOS) team at the California Collaborative for Educational Excellence (CCEE) partnered with the California Department of Education (CDE) and State Board of Education (SBE) to analyze how the SSOS is meeting the needs of Local Educational Agencies (LEAs). This analysis aligns with Ed Code 52059.5, which mandates a single system of support to help LEAs:

1. Continuously improve pupil performance within state priorities.
2. Address achievement gaps between pupil subgroups.
3. Enhance outreach and collaboration with education partners, ensuring LCAP goals, actions, and services reflect the needs of pupils and the community, especially historically underrepresented or low-achieving populations.

The cross-agency team formed an SSOS Core Working Group with diverse educators across the state to investigate the SSOS, create findings, and generate recommendations for improved coherence and alignment of statewide resources, supports, and services for California’s students.
