As we move into the 2026–2027 school year, the California Collaborative for Educational Excellence (CCEE) is deepening its commitment to creating a more integrated, coherent, and impactful Statewide System of Support. In partnership with the California Department of Education, the State Board of Education, and our statewide partners, we are evolving our work from coordinating and collaborating across state funded initiatives to building integrated systems that strengthen local capacity and improve outcomes for every student.
This evolution is grounded in four strategic priorities that advance coherence across the system while ensuring our work results in measurable improvements for local educational agencies (LEAs) and the students they serve.
1. Data for Impact
We will strengthen a statewide culture of evidence-informed improvement by integrating data across CCEE initiatives and the Statewide System of Support. Our focus is on using meaningful data to guide decision-making, measure the impact of technical assistance, and provide actionable insights that help LEAs continuously improve student outcomes. Data will serve not simply as a reporting mechanism, but as a catalyst for learning, accountability, and system improvement.
2. Integrated Systems of Support for Students with Disabilities
CCEE will partner with state agencies and statewide leaders to design and implement a more universally integrated approach to supporting students with disabilities. Building upon the District State Study Team model and other statewide improvement efforts, we will align and produce a universal approach for professional learning, and continuous improvement strategies to help LEAs build stronger, more inclusive systems that improve outcomes for all learners.
3. Statewide Mathematics Coherence
Working alongside the California Department of Education and state-funded mathematics partners, CCEE will help create a coherent statewide approach to developing and providing a comprehensive mathematics resource hub, grounded in evidence based practices. By aligning professional learning, instructional resources, and implementation support with California’s Mathematics Framework, we will strengthen educator capacity and promote consistent, high-quality mathematics instruction across the state.
4. Integrated Literacy Network
CCEE will collaborate with the California Department of Education and statewide literacy partners to build a unified literacy network that connects strategic resources and professional learning into a cohesive system of support. Through greater coordination and shared implementation strategies, we will improve access to high-quality literacy supports while increasing the collective impact of statewide investments.
