Statewide System of Support Design Team
Overview
Building on the recommendations of CCEE’s 2025 Statewide System of Support (SSoS) Core Working Group, CCEE convened the SSoS Design Team to translate a shared vision for California’s education system into actionable strategies and implementation considerations. The Design Team brought together a broad cross-section of educators, county and state leaders, and system partners to develop a practical blueprint for creating a more coherent, responsive, and continuously improving education system.
Drawing on collaborative design, research, policy review, field experience, and examples from other states and public sectors, participants developed recommendations for creating a more coherent, responsive, and improvement-oriented state education system.
Explore the Design Team’s Recommendations
The Design Team’s recommendations are presented in two parts that outline a vision for building a more coherent, responsive, and accountable education system in California.
- Part I: Strengthening State-Level Capacity to Lead and Support System Improvement focuses on establishing clearer statewide goals, aligning policies and programs, improving coordination across agencies, and strengthening the state’s capacity to learn from implementation and continuously improve.
- Part II: Redesigning California’s Statewide System of Support focuses on ensuring districts receive the right support at the right time through stronger universal support, more coherent county office-led assistance, improved diagnostic processes such as systemic reviews, and structured escalation when local challenges exceed local capacity.
Together, these recommendations describe how California can build a more coherent improvement system—one that aligns state leadership, accountability, and support to better serve educators, administrators, and ultimately, students.
Why This Matters for LEAs
For local educational agencies, a more coherent Statewide System of Support could mean clearer expectations, fewer duplicative planning and reporting requirements, more coordinated assistance, and earlier access to support when challenges emerge. The Design Team’s recommendations are intended to help LEAs spend less time navigating disconnected programs and processes and more time strengthening teaching, learning, and outcomes for students.
