How can California create a system of support that is easier to navigate, more responsive to local needs, and better positioned to help educators improve outcomes for students?

CCEE’s Statewide System of Support (SSoS) Design Team has developed a set of recommendations aimed at answering that question. Building on the work of CCEE’s 2025 SSoS Core Working Group, the Design Team brought together educators, county and state leaders, and system partners to translate a shared vision for California’s education system into practical strategies for improvement.

The recommendations focus on two interconnected areas:

Strengthening state-level capacity to lead and support improvement. This includes establishing clearer statewide goals, better aligning policies and programs, strengthening coordination across agencies, and creating stronger mechanisms for learning from implementation.

Redesigning California’s Statewide System of Support. The recommendations emphasize providing districts with the right support at the right time through stronger universal supports, more coherent county office-led assistance, improved diagnostic processes, and structured escalation when local challenges exceed local capacity.

For local educational agencies, the potential impact is significant. A more coherent system could mean clearer expectations, fewer duplicative planning and reporting requirements, better coordinated assistance, and earlier access to support when challenges arise—allowing LEAs to devote more attention to strengthening teaching, learning, and student outcomes.
