Independent Evaluation of Geographic Lead Agencies Request for Proposals
Established by the Legislature in 2013 through the enactment of the Local Control Funding Formula (LCFF), the California Collaborative for Educational Excellence (CCEE) became operational in 2015 to advise and assist local educational agencies (LEAs) in achieving the goals identified in their Local Control and Accountability Plans (LCAPs).
CCEE is seeking proposals from qualified organizations to provide independent evaluation services for the Geographic Lead Agencies within California’s Statewide System of Support. During the 2026–2029 grant term, seven Geographic Lead Agencies, comprised of nine County Offices of Education, serve seven geographic regions across the state. Geographic Lead Agencies work collaboratively with CCEE, CDE, and regional partners to build the capacity of county offices of education, coordinate support across the Statewide System of Support, develop and disseminate resources, and strengthen assistance provided to local educational agencies.
The selected Respondent will conduct a rigorous, practical, and improvement-oriented evaluation that includes annual formative evaluation reports throughout the 2026–2029 grant period and a comprehensive summative evaluation at the conclusion of the grant term. Findings from the evaluation will support continuous improvement, inform statewide learning, and assess the effectiveness, impact, and future direction of the Geographic Lead Agency initiative.
