CCEE’s Involvement in Statewide Initiatives
The 2021-2022 budget package that includes early investments through the COVID-19 Relief and School Reopening Grants, in addition to the Education Omnibus Budget Trailer Bills (e.g., Assembly Bills 130 and 167), authorize the California Collaborative for Educational Excellence (CCEE) to support new statewide policies and programs.

Statewide Initiatives
In partnership with county offices of education (COEs), CCEE is authorized to administer the Learning Acceleration System (LAS) Grant. The goal of the LAS Grant is to develop a statewide professional learning infrastructure to ensure educators have access to multi-tiered evidence-based strategies that support learning acceleration, particularly in mathematics, literacy, and language development.
The impact of the COVID-19 pandemic, including in some cases extended periods of remote instruction, contributed to lost instructional time for California students. Section 152 of the 2021-22 Education Omnibus Trailer Bill (Assembly Bill 130) appropriates funding to the California Collaborative for Educational Excellence (CCEE) to administer, in partnership with one or more county offices of education, “…evidenced-based professional education for educators that can support learning acceleration, particularly in mathematics, literacy, and language development.”
The California Department of Education (CDE), in consultation with the CCEE, will select, subject to the approval of the Executive Director of the State Board of Education (SBE), one or more local educational agencies to generate and disseminate professional learning opportunities for educators across the state in the areas of evidence-based literacy, intensive literacy interventions, and student executive functioning skills.
The CDE and the CCEE facilitate coordination among grantees and other statewide literacy initiatives.
The California Department of Education (CDE) and CCEE, with approval of the Executive Director of the State Board of Education (SBE), designated the Kern County Superintendent of Schools (KCSOS) to identify and curate a repository of high-quality open educational resources.

At the beginning of the 2021-2022 budget cycle, the California Legislature authorized $6.6 billion in the COVID-19 relief package, including $2 billion for In-Person Instruction (IPI) Grants and $4.6 billion for Expanded Learning Opportunities (ELO) Grants. Governor Newsom signed this legislation on March 5, 2021, and on or before May 1, 2021, CCEE was required to provide professional learning opportunities.
